If Panties is having his period, he should tell the lady he meets that "it's my time of the month".
How are you going to monitor whether or not Panties tells the lady he's wearing panties? Assuming that you have a method in place, what punishment will he receive. Perhaps he should have an extra long period that month with a tampon as well as a pad.
I will mention this rule to my Mistress. She has made me a 24/7 panties-wearer now, and I'm certain she would love more people knowing.
